Workshop on RTI for student union leaders and advisors of student unionsof colleges, addressed by Sri D.N. Padhi, Hon’ble State Chief Information Commissioner, Odisha, Prof. Radhamohan, State Information

  (I) Training of Trainers at  SIRD  

1) In order to explain the provisions of the RTI Act, 2005 and the Odisha Rules framed thereunder in the workshops at different levels like Districts, Blocks and Gram Panchayats, the State Commission intended to create a large number of resource persons from all districts of the State. The State Commission with the help of the State Institute for Rural Development (SIRD), Bhubaneswar conducted training programmes for the resource persons in their premises. The District Collectors sponsored 3 resource persons each from their respective districts selected from different walks of life like members of Bar Association, prominent citizens, PIOs/APIOs etc. The training programmes of the resource persons nominated by the District Collectors were conducted in 3 phases held from 7.9.2006 to 8.9.2006, from 15.9.2006 to 16.9.2006 and from 19.9.2006 to 20.9.2006.


The State Commission provided funds amounting to Rs. 60,000/- to the SIRD for holding “training of trainers” workshops. SIRD provided all assistance and infrastructural facilities for holding the workshops and also provided accommodation to the participants.

    (2) Apart from that SIRD provided necessary assistance for conducting two training programmes for the trainers nominated by Nehru Yuva Kendra Sangathan from all the districts of the State. The State Commission provided Rs.60,000/- for the training as well as accommodation and transportation of the participants.  

(3) In order to make the ‘Soochana Shibirs’ held from November 10 to 19,2006 successful, a large number of volunteers with adequate knowledge regarding provisions of RTI Act,2005 and Odisha RTI Rules,2005, were required to be trained. For the purpose, Odisha Soochana Adhikar Manch, an umbrella organization of some NGOs of the State dedicated to the implementation of the RTI Act, 2005 selected resource persons and training was imparted in the State Institute for Rural Development, Bhubaneswar. The expenses for organization of such workshops were borne by Odisha Information Commission and the logistic support like accommodation as well as training facilities were provided by SIRD. The volunteers from NGOs from all over the State were reimbursed the expenses incurred for the transportation. An amount of Rs.89,867/- has been spent for the purpose through SIRD.

  (J) Gramsat Programme  

Using satellite INSAT-3B facilities in which GRAMSAT works under extended ‘C’ Band, the State commission held 2 interactive sessions with the help of Odisha Remote Sensing Application Centre (ORSAC) on December 2, 2006 and February 2, 2007 from 10.30 AM to 1.30 PM on both the occasions. These interactive sessions were chaired by Shri D.N. Padhi, Hon’ble SCIC, Odisha and attended by Prof. Radhamohan, SIC, Shri A.K.Sahu, Secretary to the State Commission and Shri B. Khadenga, Registrar as the other participants. This was organized to clarify the doubts of the functionaries of the Public Authorities/ offices on the provisions of RTI Act, 2005 and Odisha Rules 2005 framed thereunder and ensure immediate effective implementation. There was overwhelming response to these programmes evident from the large number of clarifications/ queries from the participants. They even requested on–line to hold such sessions more often. This exercise was also found to be cost-effective.


(K) Publications


1. The State Commission published an Oriya booklet on “Frequently Asked Questions” on Right to Information Act, 2005 and Odisha Rules framed thereunder meant for the benefit of the general public. One lakh copies of the same were printed for free distribution aiming at massive spread of RTI knowledge. The District Collectors were requested to receive the booklets from the State Commission and distribute the same free among officials as well as representatives of people in Panchayati Raj Institutions, NGOs, SHGs. etc.


2. The State Commission also printed (bilingual) one lakh copies each of the Right to Information Act,2005 and Odisha Right to Information Rules, 2005, both in Oriya and English, for free distribution amongst the officials, PRI representatives and general public. Collectors of the districts have been requested to receive the booklets from the Odisha Government Press, Cuttack.


3. In order to create awareness among the general public to utilize the provisions of the RTI Act, 2005 to seek Information of various government programmes, projects and schemes etc. the State Commission decided to print 4 different multi colored posters in Oriya and placed funds with Odisha State Bureau of Text Book Preparation and Production, Bhubaneswar for the purpose. The posters will be received by Collectors and fixed in different public offices.


(L) Institution of RTI Running Shield


The State Commission decided to institute “RTI Running Shield” in Ravenshaw University, Cuttack to promote Annual Inter-University Debate Competition in English on any topical subject matter for the purpose of popularizing the cause of Right to Information.
