  Information, Education and Communication (IEC) Activities (2006-07)  
 

About 61 thousand people visited the “Soochana Shibirs” held all over the State and 38800 R.T.I. applications were filed during the period mainly on the issues like allotment of houses under Indira Awas Yojana, B.P.L. Card issue, Land matters, Public Distribution System etc. The efforts of the State Commission seemed to have created the initial effect in a positive manner.

 
 
 
       
  (E) Awareness through All India Radio  
   

The State Commission entrusted Prasar Bharati the production of spots / jingles for road casting the same over All India Radio Stations at Cuttack, Sambalpur and Jeypore. The spots were produced in Oriya, Sambalpuri and Desia languages for better appreciation and emotional acceptance by the general public of different regions of the State. An amount of Rs. 55,785/- was spent for production of spots and Rs. 4,12,145/- was deposited with Prasar Bharati, Commercial Broadcasting Corporation of India, All India Radio, Cuttack towards the charges of broadcast of spots for 3 months from March 21,2007.

 
     
  (F) Awareness through Folk Form of Performing Art  
   

In order to promote awareness on provisions of the Right to Information Act,2005 and Odisha Rules framed thereunder through folk form of performing art among people in the nook and corner of the State and sensitize them the State Commission motivated various Kirtan groups, Folk Dance groups, Daskathia and Pala groups. Odisha Sangeet Natak Academy being the nodal organization of these groups was requested to organize the workshops for these groups. The State Commission placed an amount of Rs.2, 31,600/- with them during the year. The groups thus trained would highlight the utility of the RTI Act, 2005 during their performances in the different parts of the State. The State Commission also placed funds.

 
   

The State Commission also placed funds to the tune of Rs.1,74,000/- with Odisha Sahitya Academy to organize 3 workshops for writers, poets and columnists etc. at Berhampur, Bhubaneswar and Sambalpur who after the workshops can reflect the spirit and the object behind the RTI Act for the benefit of the public.  Simultaneously, the State Commission gave Rs. 27,000/- to Odisha Lalit Kala Academy for organizing workshops for artists of the Colleges of Art and Craft of the State with the intention that the artists after training in the workshops can bring out quality posters/cartoons concerning RTI Act, 2005 which can be printed for mass distribution and spread the intentions of the Act among the citizens.

 
 

(G) Interactive Workshop for Youth Organizations

 
   

The State Commission organized training programmes in the State Institute for Rural Development, Bhubaneswar for the volunteers sponsored by Nehru Yuva Kendra Sangathana, Bhubaneswar. The persons thus trained were intended to impart training at district level seminars and workshops of the representatives from Youth Clubs, Mahila Mandals, Government Officials and prominent citizens. Funds @ Rs. 15,000/- per district for 125 participants each were placed at the disposal of Zonal Director, N.Y.K.S Bhubaneswar with instructions to conduct such seminars and workshops in consultation with the District Collectors Concerned. The first installment of Rs. 2,25,000/- was placed with the Regional Director, N.Y.K.S., Bhubaneswar and he was requested to submit necessary Utilization Certificates, representative  photographs and a report (in two pages highlighting the opinions expressed/suggestions made) on the workshops, so that the subsequent installment for the purpose could be placed with them. Workshops on RTI Act, 2005 have been organized in the following districts during the year:

  (H) Interactive Workshop for Senior Citizenship and Others  
   

1. Odisha Information Commission in its effort to sensitize people of all sections of the society organized Interactive Workshop for Senior Citizens through the Indian Institute of Public Administration, Regional Branch at Bhubaneswar and Cuttack on 11.11.2006 and on 01.04.2007 respectively.

2. An interactive workshop was organized in the Utkal University, Vani Vihar, Bhubaneswar on 26.11.2006 through Indian Institute of Public Administration, Regional Branch, Bhubaneswar for faculty Members teaching Political Science/ Public Administration in all Colleges of the State. This had the support of the Department of Higher Education, Government of Odisha.

3. Since College students play a very proactive role in creating public awareness, a workshop was held on 5.2.2007 for the student union leaders and Advisers of student unions of different Colleges under Utkal University, Indian Institute of Public Administration, Regional Branch, Bhubaneswar organized the workshop on 11.11.2006 with the support of the Department of Public Administration, Utkal University with full financial assistance from the State Commission.
