Orissa Information Commission was constituted by Government of Orissa vide I & PR Notification No. 495/2005 dated October 29, 2005. It came into existence on Sunday 20th November 2005 with His Excellency Sri Rameshwar Thakur, Governor of Orissa, administering the oath of office of State Chief Information Commissioner to Sri D.N. Padhi, IAS (Retd.) (who had taken voluntary retirement from IAS for this purpose) and office  of the State Information Commissioner to Prof. Radhamohan.

Prof.Radhamohan demitted office of the State Information Commissioner on 30.01.2008 (AN) on attaining the age off 65 years. Sri Jagadananda entered the office of the State Information Commission on 07.08.2008.

The Commission had its first official meeting at 10 A.M on Monday 21st November 2005, in its temporary headquarters in the State Guest House, Bhubaneswar.

The relevant provisions of the RTI Act, 2005 regarding the working and the status of the functionaries are as follows:

The general superintendence, direction and management of the affairs of the State Information Commission shall vest in the State Chief Information Commissioner who shall be assisted by the State Information Commissioners and may exercise all such powers and do all such acts and things which may be exercised or done by the State Information Commission autonomously without being subjected to directions by any other authority under this Act [Section 15 (4)].

Section 16 (5):

The salaries and allowances payable to SCIC and SIC and other terms and conditions of the service is as follows :

(a) The State Chief Information Commissioner shall be the same as that of an Election Commissioner.
(b)

The State Information Commissioner shall be the same as that of the Chief Secretary to the State Government.

Provided that the salaries, allowances and other conditions of service of the State Chief Information Commissioner and the State Information commissioners shall not be varied to their disadvantage after their appointment.
